Systems Engineer I

 POSITION DESCRIPTION: The Systems Engineer is responsible for working closely with NYSDOT personnel to facilitate and coordinate the installation, operation, repair, relocation and maintenance of the TMC’s ITS and networking hardware and software. The Systems Engineer will be responsible for system security and performance.
The TMC’s operate 24/7/365 and as such the TMC systems and ITS elements need to be fully secure and operational. The consultant shall provide 24/7/365 coverage for this role, which includes backup coverage and on-call coverage during off-hours. The Systems Engineer I is responsible for ensuring that the TMC systems are fully functional and will minimize down time for the network, hardware, and software. 


The specific duties are listed below: 

  • Responsible to coordinate flow of information between TMC, Contractors and other outside agencies 
  • Hardware and software support – security, monitoring, and evaluation of new and existing TMC hardware and software system 
  • Provide technical support services outside normal work hours 
  • ITS field support operation & technical services 


ORGANIZATIONAL RELATIONSHIP

The Systems Engineer I will report directly to the TMC Consultant Operations Manager and NYSDOT TMC Manager.


MINIMUM QUALIFICATIONS 

Education and Experience

  • Bachelor’s of Science degree from an accredited college in Information Technology, Systems Engineering, Computer Science, or a similar computer-related discipline with a valid, current CCNA certification AND a minimum of 4 years work experience in IT network setup, security and administration AND a minimum of 3 years experience in a TMC, emergency operations center, law enforcement dispatch center, or similar 24/7/365 environment. 
  • Proof of education and up-to-date certifications may be requested at any time by the NYSDOT TMC Director. 
  • Systems Engineer II - A minimum of 6 years of equivalent work in IT network setup, security and administration 
  • Systems Engineer I – A minimum of 4 years of equivalent work in IT network setup, security and administration 


KNOWLEDGE SKILLS AND ABILITIES

Candidates for this position should be proficient in the following areas: 

  • IT network and computer design and building; IT network and ITS device troubleshooting; system security; ITS device and firewall configuration and documentation, and 
  • computer/Software including: MS Office applications, spreadsheets and databases, and 
  • capable of performing several tasks simultaneously; and 
  • oral and written communication, and 
  • perform with no supervision, and 
  • perform field work on varying terrain and weather conditions, and 
  • possess good interpersonal skills and ability to work with & train others, and 
  • be able to respond to and resolve problem situations in a timely manner 24/7/365, and 
  • Must possess a valid driver’s license. 


DESIRED QUALIFICATIONS 

  • It is desired, but not required, that candidates for this position also be proficient in the following areas: 
  • IT network and computer design and building; troubleshooting system security; configuration and documentation 
  • Experience with ITS devices including: Closed Circuit Television (CCTV), Variable Message Signs (VMS), Highway Advisory Radio (HAR) 
  • Programming skills 
  • Experience with wireless (Radio and Cellular) and fiber optic communication systems 
  • Intermediate or higher level of skill with MSSQL + Server 
  • Demonstrates the ability to react under stressful situations professionally
